On 27 October 2025 Council endorsed the exhibition of a draft Urban Design Framework (UDF) which seeks to guide future growth in the Flinders Street Precinct. Well positioned to support jobs and housing, the precinct has the potential to grow into a vibrant northern gateway to the Wollongong City Centre.

Background

Council has outlined the need for a review of the precinct in the actions of three strategic studies.

To aid in the review, Council has collaborated with Urban Design firm Architectus to prepare an Urban Design Framework (UDF).

The draft UDF recommends amendments to controls such as land use zones, height of buildings, floor space ratio, minimum lot sizes, key sites and public views. If adopted, the UDF will also act as a valuable framework to reference and test any future major development proposals and infrastructure works.

The draft Urban Design Framework (UDF) is on exhibition from Monday 3 November 2025 to Monday 15 December 2025 and can be viewed:

  • Online via the Document Library
  • At all Wollongong City Library branches during opening hours
  • At Council’s Customer Service Centre, Ground Floor Administration Building, 41 Burelli Street Wollongong, between 9am and 5pm weekdays
